1. Hover your mouse over the Budget & Fund Management link on the menu bar.
2. Click the Create Project sub-link from the menu bar.
3. Enter the appropriate information into each field of the template.
Note: Do not use the Enter key after entering data into each field. Use the tab key on your keyboard to easily move to the next field in the template.
Clicking the ‘Yes’ radio button for the ‘Would you like to require all Contracts under this Project to use their Payment Schedules in their Reporting?’ field turns on the Earned Value Analysis (EVA) module for all contracts that are created for this Project.
Clicking the ‘No’ radio button for the ‘Would you like to require all Contracts under this Project to use their Payment Schedules in their Reporting?’ field turns off the Earned Value Analysis (EVA) module for all contracts that are created for this master. In this case, EVA can be turned on for individual contracts by each user creating them for this Project.
If the ‘No’ radio button is selected for the ‘Would you like to require all Contracts under this Project to use their Payment Schedules in their Reporting?’ field and enters threshold values for the ‘Set Management Reporting Thresholds’ field, then Management Reporting will only be displayed and available for this Project. All contracts that are created and saved for this master will not have Management Reporting available unless the ‘Yes’ radio button is selected for the ‘Would you like to require all Contracts under this Project to use their Payment Schedules in their Reporting?’ field.
If the ‘Yes’ radio button is selected for the ‘Would you like to require all Contracts under this Project to use their Payment Schedules in their Reporting’ field and enters threshold values for the ‘Set Management Reporting Thresholds’ field, then Management Reporting will be displayed for the Project as well as all contracts that are created and saved for this Project
A date and time stamp is automatically applied to each entry in the Comments/Status field when the Project is saved. (Comments/Status entries cannot be edited after the Project has been saved.)
Do not enter commas or dollar signs in the dollar fields of the Est. Total Cost column.
To add an organization that will participate in funding the project, select the organization from the drop-down menu and click the Add Participation button. The user is allowed to select and enter one or more participations for each Project.
The Total Cost field at the bottom of the page is automatically calculated.
4. Click the Save button to save the project information entered in the template.
5. Click the OK button on the prompt box.
Note: Each Est. Start and Est. Finish Date field will become read-only when the bid invitation is created or line items are created for a sole source contract whose service type maps to that budget type.
The Actual Start Date for each budget type will be automatically populated with the earliest contract Notice to Proceed date entered by the Originator. If the Project has more than one contract for a budget type, the Actual Start Date field will display the earliest Notice to Proceed date among all contracts for that service type.
The Actual Finish Date for each budget type will be automatically populated with the contract’s Project Close date. If the Project has more than one contract for a budget type, the Actual Finish Date field will display the last Close Date among all contracts for that service type.
The Est. Total Cost field for each budget type will become read-only when an Initial Base Work Order for a contract of that service type is created.
Each Actual Total Cost field will be automatically populated with the cumulative total of all invoices approved for payment for all contracts of that service type.
